Oregon Oral Health Coalition
Board of Directors
 
 
Donalda Dodson, MPH, BSN
Chair
Donalda is the Executive Director of the Oregon Child Development Coalition. She served the State of Oregon Department of Human Services as Administrator of the Office of Family Health, and served the Marion County Health Department as Manager of the Maternal and Child Health Program. Donalda has chaired and served on many public health committees and task forces, including as a Commissioner on the Health Services Commission.
 
 
Lynn Ironside, RDH
Vice-Chair
Lynn is the past president of the Oregon Board of Dentistry, the Oregon Dental Hygienists’ Association, Oregon Rural Health Association, and currently serves on the Board of the Oregon Rural Health Association. She is an instructor of dental radiology in Continuing Education at Oregon Health and Science University (OHSU); sits on the Health Services Commission Dental Benefits Subcommittee; is a delegate to the American Dental Hygienists’ Association Annual Session; and is a Change Agent and Chair of the Governmental Relations Council of the Oregon Dental Hygienists’ Association. Lynn remains extremely active promoting dental hygiene and education across the state, living her motto: “You’re never too old or too young to make a difference.”
 
 
Steve Petruzelli, BA  
Treasurer
The former Chief Executive Officer of Willamette Dental Management Corporation, Steve is now semi-retired and serving as Consultant to Willamette. He has been a board member or affiliated with several organizations including the Oregon Business Association Executive Committee, the National Association of Dental Plans, Pacific University, and General Assistance Public Schools Foundation. Steve served on the Oregon Health Plan Waiver Subcommittee and regularly participates in legislative and dental health care committees.
 
 
Deborah Loy, BA
Secretary
Deborah worked for the Oregon Division of Medical Assistance Programs as a Medicaid auditor until 1995 when she accepted her current position with Capitol Dental Care as Executive Director of Government Relations.  Deborah is a member of the Health Services Commission Dental Subcommittee and Oregon Health Policy Board Outcomes, Quality and Efficiency Metrics Work Group. She is past-chair of both the Oregon Health Plan Contractor, and Dental Care Organization Workgroups. Over the years she has chaired or been involved with many committees and coalition groups dedicated to improving oral access and outcomes. Deborah frequently advocates for policy decisions to include oral health as part of overall health in legislative issues.
 
 
Lisa Bozzetti, DDS
Lisa is the Dental Director of Virginia Garcia Memorial Health Centers (VGMHC). She is also an adjunct faculty member at OHSU. VGMHC serves as a major rotation site for OHSU dental students as well as Pacific University dental hygiene students. Lisa currently serves as a board member of Dental Outreach Oregon and has been an active participant in the Early Childhood Caries Prevention Committee of OROHC.
 
 
Yuen Chin, CPA
Yuen has worked in dental service and insurance industries for 24 years and is currently the Chief Financial Officer of Willamette Dental Management Corporation. He is a member of the Actuarial Services Advisory Panel for the Oregon Department of Human Services, and belongs to the American Institute of Certified Public Accountants and the Oregon Society of Certified Public Accountants. Yuen also serves on the Board of Directors for the General Assistance Public Schools Foundation.
 
 
Kurt Ferre´, DDS
Kurt graduated from Northwestern University in Chicago in 1976. He joined Permanente Dental Associates in May 1980 and retired from practice in December 2008. Currently doing weekly volunteer work, he divides his time between Medical Teams International, Creston Children’s Dental Clinic, the ODS Tooth Taxi, and Chairing the Board of Directors of the Friends of Creston Children’s Dental Clinic. Kurt is the past president of the Multnomah Dental Society, and sits on the Oregon Dental Association’s Government Relations Council.
 
 
Eli Schwarz, DDS, PhD, MPH
Eli is a consultant to the OROHC Board of Directors. He received his DDS and PhD from the University of Copenhagen, Denmark, and his MPH from Hadassah Medical School, University of Jerusalem. Eli is Professor and Chair of the Department of Community Dentistry at OHSU. His main research interests include oral health services research, epidemiology, and preventive dentistry. He is a Founding Fellow of the Hong Kong Academy of Medicine and Fellow in the Specialty of Community Dentistry in the Hong Kong College of Dental Surgeons. In 1987, Eli was conferred the Royal Order, Knight of the Order of Dannebrog by Her Majesty Queen Margrethe II of Denmark.

Executive Committee

The Committee will determine the agenda for all meetings of the Board of Directors, take appropriate actions between Board meetings to advance the mission of OrOHC, and oversee the arrangements for oral health events sponsored by OrOHC. 

Finance Committee
Steve Petruzelli - Chair spetruzelli@willamettedental.com

The Finance Committee shall assist the Board in overseeing the corporation’s accounting processes and controls, the corporation’s financial condition, the audits of its annual financial statements, the staff’s financial reports to the Board, the corporation’s accounting and investment policies, and the investments of the corporation.  This committee shall make recommendations to the Board of Directors for levels of dues and sponsorship fees.

Issue/Advocacy

The Issue/Advocacy Committee shall be responsible for identifying the issues of interest to OrOHC, developing action plans and presenting them to the Board of Directors for approval.

Communications

The Communication Committee shall be responsible for developing communications systems for use by OrOHC friends, sponsors, and the public.

Board Development and Governance

The Committee shall identify and recruit qualified individuals to become Directors and Officers; nominate Directors and Officers to serve the corporation; oversee Director training and development; assist the Chair of the Board of Directors and the Board in determining the appropriate structure, responsibilities and membership of Board Committees and advisory councils; promote sound principles and practices of corporate governance; periodically review the performance of the Board of Directors and its Committees, including conducting periodic reviews (but not less than once every three years) of the corporation's Articles of Incorporation and bylaws and any Board of Directors or committee policies, charters or similar operational or structural guidelines; develop, recommend a process for reviews of policies to be approved by the Board of Directors; and create and maintain a record of Board-approved policies.

 Issue Committees

The Board of Directors may establish other committees, as it deems necessary and desirable.  The Board shall determine the composition and function of such committees.  Each Committee shall have a charter defining its role in advancing the mission of OrOHC.  Such committees may exercise the specifically directed authority of the Board of Directors or be advisory in nature.  Such committees will report to the Board of Directors either directly or through one of the Standing Committees.

Early Chilhood Caries Prevention

The Function of the committee is to:

  • Build and sustain a multifaceted committee comprised of individuals from agencies, organizations and businesses dedicated to the prevention of early childhood cavities.

  • Advocate for early childhood cavities prevention.

  • Provide leadership for development, implementation and evaluation of early childhood cavities projects.

  • Perform a leadership role in developing statewide media contacts/awareness of early childhood cavities prevention.

  • Educate those responsible for the health of young children about the preventing early childhood cavities.
